Elena Khachvankyan is a finance and strategic management professional with deep expertise in public finance and policy, and corporate governance.
In recent years, Elena has worked extensively with international organizations, including the Asian Development Bank (ADB), United Nations Development Programme (UNDP), and the World Bank (WB), among others. Her focus has been on strengthening fiscal governance and advancing reform in areas such as public-private partnerships (PPPs), public investment management, capital market development, program budgeting, fiscal risk management, state-owned enterprise (SOE) governance, and strategic planning.
She currently serves on the council of ID Bank as an independent member, where she is also a member of the Risk, Audit, and Compliance Committee, contributing to strengthening oversight, risk management, and governance practices in the Bank.
Elena was recently elected as the chair of the Armenian Institute of Directors, where she brings a blend of private sector experience, international consultancy, and board-level governance practice, positioning her as a strong advocate for institutional reform and a trusted voice on corporate governance in Armenia and beyond.
Beyond her advisory work, Elena is a dedicated trainer in finance and strategic planning, sharing her expertise with policymakers, practitioners, and corporate leaders.
Her professional qualifications include certification from the European Confederation of Directors Associations (ecoDa), a Chartered Management Institute (CMI) Diploma in Strategic Management and Leadership, completion of ACCA examinations, and a Public Policy Analysis certification from the London School of Economics.
She began her career in the private sector, working in financial management within the Vallex Group of Companies, where she steadily climbed the organizational ladder from economist to CFO. In 2017, Elena transitioned to the public sector, where she has since built a strong track record as a consultant and advisor on reform initiatives.
