PEMPAL Program Leader, World Bank
Arman Vatyan, a UK and Canadian chartered accountant, is a governance focal point overseeing the implementation of the World Bank's Governance work program in Central Asia. He is the ECA PEMPAL program leader and Public Sector Accounting and Reporting (PULSAR) program manager, with more than 20 years of experience leading critical financial management initiatives and reforms.
His expertise includes public sector and corporate accounting, financial reporting, public internal and external audit, financial management information systems (FMIS), and public internal control across more than 25 countries in ECA, Latin America, and the MENA regions. Arman also represents the World Bank as an observer in the EU EPSAS Working Group.
In addition, he leads the PEMPAL Internal Audit Community of Practice, which spans 23 countries (since 2008), along with other successful regional public financial management (PFM) programs.
Prior to joining the World Bank, Arman worked at a Big 4 audit firm, providing corporate governance, strategic planning, MIS, restructuring, acquisition, and privatization advice to governments and large public interest entities.
He has over 20 years of teaching experience as a trainer and visiting lecturer at universities, MBA programs, and regional initiatives. He has also organized or been a keynote speaker at more than 50 international and regional conferences.
